Is a hi vis hoodie certified on its own?

The garments here are certified to EN ISO 20471 in their own right, and the class is printed on the garment label. Check the label against what your site specifies, because a hood does not add to the certified area.

Will the hi vis colour survive washing?

The fluorescent background loses effectiveness with wash cycles and with dirt, and that is true of every brand. EN ISO 20471 is tested to a stated number of wash cycles which the garment label declares. A hi vis garment that has gone dull or grey is no longer doing the job it was bought for.
